Mark Weber
Executive Vice President and Head of Structured Assets and Innovation

Mark Weber is the Head of Structured Assets and Innovation for ING Investment Management Americas and a member of its Management Committee. Mark is responsible for ING IM’s business development of structured vehicles like CDOs, CLOs and credit linked notes, as well as the structured fund business, including closed end funds in domestic and international markets. Mark joined ING Investment Management as global head of marketing in The Hague in 2002, having served in that capacity for Baring Asset Management (then an ING affiliated company) for the previous five years in London and Boston.
Prior to joining ING Group, Mark was with Banque Paribas Group from 1984 to 1997 where he held a number of debt capital markets, investment banking and investment management positions in Paris, London, Tokyo, Singapore and New York, including co-head of institutional asset management from 1994 to 1997, general manager of the Singapore corporate bank in 1993-1994 and head of investment banking in Tokyo 1988-1993. From 1980 to 1984, he was an associate at Davis, Polk & Wardwell, a New York law firm. Mark holds a Bachelor of Arts Degree (History) from Yale University (magna cum laude) and Juris Doctorate from the University of Virginia Law School.

Seth Vance, CPA, FLMI
Senior Vice President, Structured Assets and Innovation

Seth Vance is Senior Vice President, Structured Assets and Innovation, and currently is responsible for expanding the ING Investment Management products and presence in the cash and synthetic collateralized debt obligation (CDO) market, particularly in senior bank loans, asset-backed securities, and investment grade bonds. In addition, Seth is evaluating opportunities in the structures investment vehicle (SIV) and derivative product company (DPC) markets. Prior to joining ING, Seth was President and CEO of the North American subsidiary of Scottish Re. Prior to Scottish Re, Seth spent 12 years in investment banking, most recently as a managing director with Deutsche Bank in London, England, where he was responsible for their European CDO and financial institution securitization businesses. From 1996-2000, Seth was the director of all trading at Koch Industries Inc., and the COO of Koch Petroleum Group. Seth received an M.B.A. from the Harvard Graduate School of Business and a B.S. from Brigham Young University. He is also a CPA and holds the Fellow of Life Management Institute (FLMI) designation, plus a number of securities licenses, including series 3, 7, 24, and 63.

Jacob Tuzza, CIMA
Vice President, Structured Assets and Innovation

Jake Tuzza is Vice President of Structured Assets and Innovation for ING Investment Management. He is responsible for ING IM’s structured fund business, including product development, syndication and after-market support for closed end funds in both domestic and international markets. In addition, he is responsible for the firm’s relationships at major financial institutions, coordinating the introduction, review, and approval of investment products.
Prior to joining ING Investment Management in 2002, Jake developed capital markets experience working as an equity analyst for a hedge fund and earlier in his career, working on the institutional fixed income trading desk at Merrill Lynch. He received his B.S. from Philadelphia University and his M.B.A. from LaSalle University. He is a Certified Investment Management Analyst and member of the Investment Management Consultants Association. He also holds NASD Series 7 and 66 licenses.
